Petition update 2 from the council, 12 January 2011

The petition was considered by the Cabinet Member for Transport on 12 January 2011 and the following response was agreed:

'I fully agree with the petitioners that we should take all reasonable steps to relieve the existing congestion in the Egham area caused by delays at level crossings. If we do nothing, it seems highly likely that these delays will increase. If the Heathrow Airtrack scheme is built, the additional trains will increase the amount of time that the level crossings are down. If the Heathrow Airtrack scheme is not built, there is a strong likelihood that level crossing delays will also increase as the rail companies expand their services to use the spare capacity on the line.

The County Council currently does not have the capital funds necessary to tackle existing or future congestion problems in the Egham area. If the Airtrack scheme does not go ahead, we will not be able to argue for financial compensation to pay for mitigation measures. Therefore, we believe that the £11.4 million mitigation package we have negotiated with BAA is the best chance that Egham residents have of relieving their traffic problems.

We have carried out extensive research into the most appropriate and effective way to tackle congestion in Egham. Using techniques approved by the Department for Transport, this research has demonstrated conclusively that a bridge or underpass would make congestion worse. We believe that the best chance of dealing with these problems is with a package of transport improvements in the area, including a revised layout for the Runnymede roundabout.

In Spring/Summer 2011, the Cabinet and Council will be advised of this research to help them to reach a decision on whether to support or oppose the Heathrow Airtrack scheme. We also plan to consult widely on the full details of the schemes proposed to be included in the mitigation package. We hope that this consultation will help to allay any concerns that residents may have.

The petition has a total of 966 signatures and can, therefore, in accordance with the Council's petition scheme, be presented to the relevant Cabinet Member.

The petition has been referred to the Cabinet Member for Transport, and will be considered at the Cabinet Member for Transport decision making meeting at 2.00pm on Wednesday 12 January 2011. The Cabinet Member will respond to the petition at that meeting.

Surrey County Council is recommending that County Councillors back the proposed BAA Heathrow Airtrack scheme that is threatening the Egham and Thorpe areas freedom of movement by further increasing the downtime of Egham's level crossings. Residents already suffer a unreasonable level of delays at these crossings and the scheme will only serve to increase these delays. Residents have vociferously objected to this scheme unless a permanent crossing is established in Egham, which the County Council initially supported, but since being offered £11 million by BAA/HAL for road improvements to the county's roads (but not to finance a permanent crossing in Egham) have claimed that a permanent crossing will not improve our lot and is not 'financially beneficial', yet in their traffic model report, they say that Eghams roads will require 'traffic calming' to maintain the current levels of delays - they would physically dissuade traffic from using Eghams crossings, rather than allowing people to travel freely within or through the Egham area.
